COFNII was established to support the people who build the UK's fibre and network infrastructure—and to help clients distinguish verified vocational competence from an unsupported claim on a CV.

—— WHY COFNII WAS ESTABLISHED
The UK had no single installer-focused organisation bringing together fibre-broadband delivery and enterprise network cabling.
These sectors were often treated separately even though their installers work across the same connected infrastructure—from outside plant and fibre access networks to building backbones, equipment rooms, copper cabling, Wi-Fi and end-user connectivity.
At the same time, the industry frequently relied on CVs, self-declared experience or attendance certificates when sourcing labour. Those documents can be useful, but they are not the same as a vocational qualification that has assessed knowledge and practical ability against defined occupational outcomes.
COFNII was created to close that gap: to support qualified installers, give their achievements meaningful recognition and help employers, main contractors and end clients make more informed appointments.

A CV tells a story. Vocational assessment provides evidence.
COFNII considers the relevance, level and occupational scope of qualifications—not merely whether a document carries the word “certificate”.

A CV or self-declaration
Useful background information, but not independent proof that a person has been practically assessed against defined occupational outcomes.
02 · Participation
An attendance certificate
Shows that someone attended training. Unless the programme includes appropriate assessment, it does not necessarily demonstrate occupational competence.
03 · Evidence
A relevant vocational qualification
Provides independently quality-assured evidence that defined knowledge and practical skills have been assessed for a particular occupational scope.
04 · Assurance
Qualification plus current competence
The strongest picture combines the right vocational award with relevant experience, current technical knowledge, safe practice, CPD and standards-led work.
COFNII's position
Qualifications must be relevant to the work being claimed. A fibre-splicing award does not automatically prove competence in copper certification, Wi-Fi installation or specialist optical testing—and one qualified supervisor does not make every person in a workforce competent.

Properly assessed skills create value from the individual to the finished network.
Product instruction and self-directed learning are useful, but they should build on a recognised occupational foundation.

A relevant vocational qualification gives an installer portable evidence of assessed knowledge and practical ability. It supports professional recognition, career progression and access to work where clients specify competent labour.

A qualified workforce gives employers stronger evidence for bids, mobilisation, supervision and quality assurance while reducing dependence on unverified claims of experience.

Competent installers, testers, supervisors, designers and project managers are more likely to identify risks early, follow the specification and hand over reliable evidence.

For the global skills gap
The industry cannot solve a shortage of skilled people by lowering the meaning of competence. It needs credible entry routes, vocational assessment, upskilling and recognised career progression.
MANUFACTURER AND ONLINE LEARNING
Useful for product knowledge, updates and CPD.
A one-day manufacturer course may teach the correct use of a particular product. A technical video may demonstrate a task. Both can add value, but neither automatically assesses the full occupational skillset or proves that the learner can work safely and consistently across unfamiliar situations.

A credible vocational route combines underpinning knowledge, supervised practical development and formal assessment. It gives employers and clients evidence that can be checked, understood and matched to the work being undertaken.

Cabling must support business operations for years. Poor installation, components, fibre handling, testing or documentation can cause faults, capacity constraints, safety risks and disruption.
Qualified installers are not about excluding newcomers, but ensuring everyone can learn, be assessed and prove competence. This applies equally to those specifying, managing, supervising, testing and accepting the work: quality cannot be inspected in at the end if poor decisions were made throughout delivery

Not for profit · Volunteer led
Membership income stays within COFNII and supports its members.
COFNII is run by industry volunteers who want to make the profession better. All membership income is used to operate and develop this not-for-profit organisation, and any surplus is reinvested in the website, member portal, protected Knowledge Hub, technical resources, standards updates, recognition and verification tools, networking events, and future apps for installers and members. It is not distributed for private gain.
